Increasing access to knowledge through libraries

Faculty and students at two major universities in Myanmar now have online access to an impressive range of high‑quality international journals, databases and ebooks for the first time as a result of EIFL’s eLibrary Myanmar project.
Extensive training will be provided to librarians, faculty and students to ensure that the benefits of the new eLibrary to teaching, learning and research are maximized.

Funded by the Open Society Higher Education Support Program, and implemented by EIFL (Electronic Information for Libraries), the eLibrary Myanmar project has the support of the Ministry of Education, and will run for an initial period of 18 months until 31 May 2015.
During this period, the project will focus on helping libraries at the University of Mandalay and the University of Yangon to develop into Electronic Information Resource Centres which can provide effective support for teaching, research and learning across departments and programs.
Opportunities to extend the project to other universities in Myanmar, and to promote sustainability through the development of a library consortium, will also be explored.

Key objectives

• Enable access to a comprehensive multi-disciplinary package of over twenty core international subscription e-resources through effective negotiations with publishers
• Increase the skills and capacity of librarians, including IT and information literacy training
• Empower librarians to build close links with faculty
• Raise awareness amongst faculty, researchers and students about the availability and benefits of e-resources (both subscription and open access), and improving skills and confidence through training
• Encourage faculty to embed the use of e-resources in the curriculum, particularly in priority subject areas including law, international relations and political science
• Review national copyright law and provide advice to ensure that revisions support libraries, education and access to knowledge
• Support visibility of local research outputs through open access publishing and institutional repositories


What’s in the eLibrary?

Over 10,000 full-text scholarly journals, more than 130,000 full-text academic e-books, plus a vast range of
other materials are now available at the University of Mandalay and the University of Yangon.
To enable faculty and students to cross-search content from the many individual e-resources listed below
via a single interface, we have also licensed the EBSCO Discovery Service.
